That screen is how much you are willing to pay for Tier.  If a purchase will take you higher than the current setting, you must authorize it at the point of purchase -- and then the system automatically bumps that setting for you.   Or can can increase it yourself before purchasing.

You will NOT be charged for any more than the Tier range that you use.  You can set it to the top level and if you only use 1024, that is all you are charged for.  Some people leave the setting at their current usage level so that the system will inform them if they try to go over that range and they must authorize it.  That way they know when they bump to the next charge level.

Thank you so much for explaining that to me!  I'm going to keep my LL home for now but will also keep an eye on the forums for parcel sales, etc.  :)

Be sure you select exactly the amount you are willing to spend, and when you go to buy land, make sure it is only that amount, and pay attention to the scare menus -- they are there for a reason. It will tell you with a series of 3 green checks that this parcel fits your tier -- and show you a red warning sign if it is OVER your tier and would automatically tier you up to the next level, where you will then have to pay that amount in the next month, regardless of whether you owned it only for a minute.

If you group your land, you will generate a bonus of 10% more tier which you could use to get a slightly larger parcel, but figure out the math precisely and watch the menus.
