Allow an Officer to change Parcel Environment settings.

Me and a friend have a bit of group owned land, and nomatter what we cannot figure out how to allow her to "Apply to Parcel". I am the only one that can change the parcel environment settings, but she has full permissions in the group.

There's the ability "Modify environment settings and day cycle" under the Parcel Settings heading, which needs to be checked for whatever role you assign to your friend.
