Question: object bonus in private regions

I'd appreciate the wisdom of the community to clarify a question.

I already read the "Object Bonus" section of "Managing your parcel" [link] article in the knowledge base, and understand how a parcel can have its object capacity increased by using capacity from other empty areas within the region.

Is it possible to have such object bonus capability across multiple regions within a state? For instance, a state with two adjacent regions, where both regions have double prim bonus, but all capacity is used in one region, while leaving the other region empty. Is such hypothetical scenario possible?
