Pre EEP, I used water as an easy way to get a different environment that wasn't viewer dependent.

Isn't your general mindset that progress sometimes means breaking older content 🤔

Then again, the easy solution would be to just let land owners set a variable "swimming speed" and assume people have swimming AO. As it is, flying is way too fast for precise movement anywhere that might have interesting detail.
