Which viewer are you using?  I've tried to make my SL clock 24 hours and can't even thought my PC is set to 24 hour time.  So I suspect it is related to the viewer you are using.

SL time is set to San Francisco Time. West Coast Time, Pacific Standard Time. PST. It cannot be changed.

ok so Tami posted this to help me out haha. I am the one with the issue. I have had no issue with my viewer and I know that sl is set on PST. Im not that slow. The issue is out of no where the clock changed FROM 12Hours to 24Hours. I had logged in one day and noticed the change. Like I said before I didnt have this issue before. Anyone know how to change it BACK to 12hour?

In both Viewer 2 and Phoenix SL time is set to 12 hours. 

EDIT: Which Viewer you use and you have 24 hours?

I use Singularity, but have had no issue. It was set to 12 hour and then recently it went to 24 hour.

Maybe not the solution you are looking for, but it would be fairly easy to script a HUD that uses llGetGMTclock, converts from seconds to hours and minutes, adds an appropriate offset for the time zone, and displays the result in hover text on the screen. You'd have your own private 24 hour clock.

In SINGULARITY, open PREFERENCES---> Click "ADV. CHAT" Tab on left--->Click "CHAT/IM" tab on top--> there is a pull down menu half way down called "TIME FORMAT" change from 24 hour clock to 12 hour clock or vice versa.
