I recently started taking a shot at making a mesh avatar body in blender.  After creating the mesh, I rigged it using Avastar and uploaded to SL.  Everything seems to be Ok, but I discovered an issue.  I am no longer able to use the appearance sliders in SL while wearing this body.  Is there something I need to do in Blender to enable this function?

That sounds literally impossible. If your rigged object animates with your body at all while it is attached (especially long sleeves or pantlegs), it will respond to at least some sliders because some sliders move the same bones that animations do.

On the other hand, some sliders won't work unless you rig your mesh to the Fitted Mesh ALL_CAPS bones. Avastar is supposed to make that easier, but I don't know the exact steps you used.

Hm. Did you click "Lock scale if joint position defined" on the Rigging panel when you uploaded?
