Steamjunk seems pretty active.  Steam Hunt Punks gets lively during their hunts.

Try the STEAM Hunt Punks group. I think the next hunt starts in September, but the group is fairly active between hunts too.  Once a hunt starts, doing it is a great way to meet other people interested in steampunk as well as pick up cool outfits, furnishings & gizmos.

There are lots of great places to visit in the steamlands where you will find random roleplayers or just people who chat "with the accent".

Steelhead, Caledon, New Babbage, New Baritaria, Armada Breakaway and many more.

Be sure to try to join some of the "roleplayers of...." chat groups, or the citizens groups if you can, but watch out, they can be a bit prickly to newcomers sometimes.
