Does a property have to be in search for traffic to be counted?

Experiencing some massive traffic drops, at least twice a week and I can't see a plausible explanation for it.  Events run at the club on the sim seem to make a big difference one day and no difference the next, although numbers for visitors are relatively the same.  Are there any known issues with the traffic metric?  Anything I might be missing to explain the swings?

By "counted" if you mean tracked and incremented in the background, no.
