The message is telling you to contact support.  The support page is here:

 

https://support.secondlife.com/contact-support/

 

Submit a support ticket explaining that you were told via a message on the log in screen telling you to do so.  Maybe copy/paste the error message in the ticket.  You don't need to specify who the ticket is directed to........it gets put in a queve and the "next available representative" takes care of it.

If they are not working on a part that you want to use, then don`t worry about it. I heard there is some work being done on the video tutorials & they are not working at the moment.

If you are having a learning emergency they are also available on YouTube. :)
