Question

Is it within the rules for a single person to pay for premium membership on multiple accounts (that they own)? It seems like two premium memberships holding 2048m2 of land with their "free" land allowance is a better deal than one premium membership holding 2048m2 and paying at the 1024m2 tier level, among other benefits like being able to buy name changes for both accounts.

You can have as many premium memberships as you'd like.  A lot of people do just that for the extra land allowance when grouped.

A few years ago, I had 8 premium accounts specifically for that purpose.  With 8192 donated to a group, the group's 10% bonus added another 819 sqm to the amount of land I could have.

That was back before the increase in the cost of Premium.  It isn't quite as good of a deal now as it was then.
