   does sound volume have to be 1.0 as  maximum ? or i can give different value

 llPlaySound(firstSoundInPrim, 1.0);

You can give it any value you like between 0.0 and 1.0.

Read the wiki:

between 0.0 (silent) and 1.0 (loud) (0.0 <= volume <= 1.0)

You can make the sound softer than 1.0 but not louder. If you want the sound to be louder, you need to boost the gain of (and preferably also de-noise) the sound file before upload.

Audacity is a free program which can do that.
