May be we could have scripts that allow water exclusion volumes for underwater structures and water depth and light control to simulate other kind of environments? Exclusion volumes are already a thing thanks to invisiprims, but not all viewers support them properly anymore as they were abandoned back in around 2011. EEP did allow us to make some changes in the way that the water fog works, but if you're looking for a blur effect, then you could use the RLV @setsphere commands to add a blur on to anything more than 3 meters away from your avatar. The issue is that they don't work when Advanced Lighting is enabled. You can make them work for yourself obviously by turning off ALM, but then anybody else who you also want to see the effect has to do the same.
