Can't open new Firestorm version x64 6-4-13-63251

I was told by Second Life that I cannot use the Firestorm browser any more, and need the Firestorm update.  I downloaded it and tried to open it.   Every time I attempt to do so, I get a Microsoft message pop up that reads

:" It's time to update your device

To continue receiving app recommendations, update now."

I am then led in a tortuous circle that keeps going no where.  

Please help.   :)

That's a sketchy sounding prompt. Time for a malware scan.

As mentioned above, you might have Windows 10 s mode enabled.
