Is not very espessific.

It does imply that LL is encountering some sort of problem with the Payment method.  I recommend you call Billing:

Billing support phone numbers
Toll-Free (US/Canada): 800.294.1067
Long-Distance: 703.286.6277
Our Billing team is available from 9am to 6pm EST(6am to 3pm PST), Monday through Friday.

If you have been able to buy L$ in the past and nothing about your payment method has changed, then you need to contact LL Billing.
