Hello I’ve been working on some BOM skin textures. I was wondering if anyone had any tips as I am new to this. The face comes out abit blurry and I always have problems with the rest of the skin texturing e.g Back of head and neck.

For many things it is better to work at a much higher resolution and then resize down to 2048 which SL will turn into a 1024.  You might want to test and see if resizing down to a 1024 works better for you. A bunch of us did tests a couple of years back and found that the uploader did a better job than our graphic's programs. So it depends.

Also so that you don't have noticeable seams start with the very same skin tone and THEN work on making lighter areas within the template This is especially important at the neck.

And as far as I know there are some tricky things you need to do with hands and feet but since I don't make skins (or haven't in a decade) I don't know how to address that.

Good luck.
