If your database and backend can't handle a semicolon in a data field, there's already something wrong. lol

The problem usually isn't that the modern database we showed to management last year can't handle the semicolons, the problem is that IT hasn't processed approval of the upgrade request we put in because they're too busy playing Overwatch over in the back room so our actual database is still stuck in 1937...

Instead of giving new residents second names so they don't roam around with  name tags such as  "XxxxYyyy95838" , this is what LL is doing...

unless they come up with better ones than they have so far, no one will be changing even if they could afford it LOL

Tons of people have already paid and changed their names.  Do a search inworld on the new names and see how many people are listed for some of them.
