custom clothes textures

What are the rules and etiquette around just changing the patterns of existing clothes? Are there clothes sold as bases for this kind of thing? How does selling/giving the item work? I don't have many 3d skills but I'd like to make a custom outfit using custom inages made by me. Thank you.

You can't retexture clothing that is no-mod.  However, you will find several merchants in Marketplace selling clothing templates -- basically the mesh models and UV maps for clothing.  Search for "template" under Apparel. Be very careful to read and adhere to the seller's terms and conditions.

Assuming that the clothing is modifiable or comes with a scripted applier, and you have created custom textures for it, you are allowed to give away or sell your textures in-world and on Marketplace. The same goes for anything you create, whether it's entirely original or as an "add-on" to someone else's product.
