Rez a box on the ground, flatten it out & stretch it to fit your parcel size.  Then change the Z value to the desired height -- above 500 or 1000 is usually preferred.  Then open the map and change the map's Z position to 1 meter higher than whatever you set the flat prim to.  When you get up there, create yourself a landmark for later using.

are you talking about placing a sky platform? Either way, the easiest thing to do would be to make a prim, flatten it, texture it how you want it, and then send it up to the height you want it. The process is described here:
