There seems to be a language problem. If that is the case, write in your native language using good grammar and full sentences. Then you can use Google translate and post the native and translated writing here.

Mesh clothing does not use appliers.  Technically the HUDs that allow us to change mesh clothing colors and patterns do the same thing appliers do.

There are System Layer clothes.  These will require an applier if you are not using BOM. Enabling BOM on a body allows you to just wear them, no applier needed. 

The body, if BOM capable, will have a setting in it to enable BOM. When enabled system layer clothes can be worn without using an applier. If the body's BOM is disabled then you will need to use an applier.
