How to get Black Dragon viewer?

I was wondering where to get the black dragon viewer to download? I found a link online but it is a broken link.. and seems to be nowhere to be found.

yeah, I know, it's a necro post, but the topic fits sort of.  So anyway, I decided I wanted to try Black Dragon and I'm stumped already and I haven't even downloaded it yet, never mind try to install it.  I'm at a page that looks like this:

and I don't know what I'm supposed to do here.  Is there some sort of Black Dragon for Dummies site that will walk me through how to download and install?

I've hopefully made it clearer starting at 4.1.3.

As it now reads "Download Latest Release here:"
