You can always ask, but the answer will almost certainly be No.  All accounts are separate and unique.  Even if you happen to own two of them, they are completely separate entities.  The Premium abilities that you pay for can't be transferred to another account.

What you CAN do is wait until a few days before your Premium membership is due to automatically renew. Then sell or abandon all Mainland, including a Linden Home if you have one; remove tier donations to any groups; and then downgrade your membership to Basic. After your account is Basic again, sign up for a Premium membership with your alt.

You don't need to sell or abandon land. Your mainland should be group owned anyway since it's a 10% discount on tier.  Put both your characters as owners.

Unless you own a Linden Home.  A Linden Home cannot be group-owned, so you can't do that trick of sharing with an alt.  It will work for other Mainland estate property, however.

Only partially correct. At least one group member must be Premium in order for the group to own Mainland. If you're the Premium member and your co-owner alt is Basic, you'll have to sell or abandon the group owned land before you can downgrade your account.

Yes, but the other option is to upgrade the Alt first, just before the other Premium expires -- OP did say they wanted the Alt to be Premium rather than the current Premium account.  Then the upgraded Alt can donate tier to the land group and the account that is being downgraded can remove their tier donation.

Note that the downgrade of the current Premium must happen no later than the day before the Premium is due to renew.
