Network Error

New gaming pc, new modem, getting Network error Connection ping time 300-600 possible bad/connection or file sharing app.  I changed to hard wired and still same issue.  Can someone tell me which way to go.  Internet company has been out 4 times and say my internet is fine. Could there be something defective in my new pc? Appreciate direction.

Verify your anti-virus has all related viewer folders --- execution and all APPDATA folders --  whitelisted.  It can prevent the viewer from even making a connection, depending on how tight it is locking down your system.
