it's just a simple question but i've wondered for years now. Can you make a annual payment early?

no, LL will take that from your paymentmethod at the right date.
What you cán do is sell L$ and keep that on your USD balance.
But keep in mind, when putting  it there it will be the first source for any payment, also buying L$ and landfees.
