Would any group I create, and own, count against the maximum number of groups my account is allowed?

See in this webpage:

that when a group is disbanded, no one, not even the former owners, can ever have the same group name again. Is this really forever? I foresee a time far off in the future when most, or all, of the good group names have been used, and disbanded.

Yes!  Groups you create count against your allowance...at least as long as you are a member of them!

And yes, once a group name has been used, it can never be used again.  Too much chance of confusion or deliberate trickery.  It's the same way with avatar login names and region names.  People in the future will just have to be at least as imaginative as we were.
