I would like to know the REASON why some states are banned from skill gaming reasons.  Can someone tell me, please, who is responsible for this decision?  Is it LL, or is it my state government?  And if it is my state government, who would I contact?

It is definitely your state legislature.  Each state sets its own laws to define how to manage online gambling.  The states are diligent about going after companies that violate their laws, so Linden Lab is careful to stay within the legal requirements.  If you have a concern, work with your local legislators to see if they will consider changing the laws.  Please note that the algorithm determines which state's laws apply to you by looking at where you are logging in from (or, possibly, from where your ISP is, if you happen to use an ISP on the opposite side of a state line).

You're not missing anything. "Skill gaming regions" are large areas full of slot machines. For people who are not gambling addicts, they are boring.

That depends on the Region and what game type it hosts.
