Can someone tell me, please, who is responsible for this decision? Is it LL, or is it my state government? And if it is my state government, who would I contact?

The states are diligent about going after companies that violate their laws, so Linden Lab is careful to stay within the legal requirements. If you have a concern, work with your local legislators to see if they will consider changing the laws. Please note that the algorithm determines which state's laws apply to you by looking at where you are logging in from (or, possibly, from where your ISP is, if you happen to use an ISP on the opposite side of a state line).
