I've walked into busy places with body parts floating all over the place.  It's nothing new to me.  Clothes, hair, shoes, jewelry.  Pretty much everything flying around.

Don't worry about it that's common in Second Life. Sometimes you will also notice some parts not rezzing properly unless you right click on them.
Enjoy your game.

Sometimes it's just a matter of things taking a long time to load from the servers, particularly in busy places where the amount of data being sent down/scooped up is large because avatars are arriving and departing all the time (and doing "busy" things, like opening boxes and trying on demos). There's a lot of competition for who gets what sent to them, and when! Given time, all will fall into place eventually. Unless, as has been pointed out above, the data being sent to you has hiccupped for some reason.

The "floating attachments" you mention are supposed to be rigged attachments.

But because the rigging data hasn't been downloaded yet by the viewer, the rigged meshes will be visible in the state they would normally be.

They'll "snap into place" as soon as the rigging data is loaded.
