The best troubleshooting outline for "bake fail" (staying a cloud) that I've found is on the Firestorm Viewer wiki :https://wiki.firestormviewer.org/fs_bake_fail   Those suggestions should help whether you are using the Firestorm viewer, or some other viewer.  

Were the suggestions that you tried from there, or were they similar things as to what is on that help page?   

I'm not sure which viewer you use, but in the viewer I use, under the "Me" top menu bar item, there is an "Avatar Health" with a sub-menu item for resetting your default avatar - you might try that and see if that will let you successfully load as a default avatar.  If it does, then you can add back your avatar's normal items, one by one until you're back to being "you" or you find an item that has some type of issue. 

Often the cause of this is network connection related, so don't skip over suggestions like restarting your computer and your router / modem, or closing down some of the other applications that you might be running on your computer until after everything loads for you.

Clearing your cache MIGHT fix it, but it is not generally recommended as the go-to fix except for some inventory problems.  When you clear your cache, all the textures that are stored in there go away and have to be re-downloaded.  This can actually make it take longer for your avatar to rez.  The one case where it would help is if one or more of your avatar's textures stored in cache have become corrupted.

A better way to handle that is to remove everything you are wearing, and replace the things you can't remove with different ones.  Using the Avatar Test > Test Female, or Test Male command will do this, or you can put on the Ruth avatar from your Library, or one of the other starter avatars.

The reason I mentioned it is because whenever I'm a orange cloud, I also notice that my inventory hasn't loaded completely.  I know that can be an internet issue too but it's easier for me to clear cache than mess up the internet for everyone else here at home.  An interruption of internet usually brings everyone screaming into the room.  

It also doesn't really 'show' me wearing much of anything and I've tried the test female which doesn't always work either for me

You can clear just your inventory cache without clearing your texture cache.  The Firestorm wiki tells you how to clear just specific parts of cache, depending on the problem you are having:
