I still have a lot of older non-mesh clothing and I noticed that the prim skirts all seem very flighty; they really fly around in the breeze at the slightest movement.  I never remember them being this way years ago and I just wondered if something had changed.  I have tried editing the settings in a few of them to calm them down but nothing seems to help.

It all depended on the skirt and the settings to the flexi prims (which you can likely edit if you want). Some were VERY FLIGHTY and others not.

It's been ages since I've worn a flexi skirt, but I noticed that the dynamics sometimes changed with viewing distance. Up close they'd be well behaved, but from a distance they could behave erratically. Flexis that are sensitive to wind will behave more erratically on regions that are bordered on multiple sides by other regions, as that increased the chaotic behavior of the SL wind. Lone regions, or those in checkerboard arrangements (with no bordering regions, only diagonal) will have less chaotic winds. I also don't remember having any flexi clothing that had been set to respond to the wind.

The behaviour for flexi's was changed a quite a few years ago (maybe even as many as 8-10 years ago) and as far as I could tell, it made everything far more "flighty".  I am not aware of any recent changes though but then I haven't used any for a long time either.

i did wonder about this myself when I made my this time flex tail.  I ended up changing Flexible Path: Gravity from the default 0.3 to 1.0 because at 0.3 it seemed to be a lot more flighty than it was when I made my previous time flex tail
