Transferring prims

I own 4 parcels, all in different regions, can i take prims off one and add them to another one?

simple... no can't, only parcels within one region, by one owner, will share.

The prims themselves, or are you asking about the Land Impact capacity of the parcels?

You can of course put as many prims as you like on any land that you own, up to the land's allowed capacity. So, sure, you can copy or move objects from one parcel that you own to another parcel, regardless of what region they are in.

You cannot change the capacity of your parcels, however.  The only time when you are allowed to let separate parcels share their capacity is when the parcels are in the same region.
