Everywhere around Belliseria. You could start anywhere, but if you need the name of a region, then Plafil Waters would be as good a place to start as any.

Pretty much all the water is connected and there is a lot to explore and discover (including sunken houses, underwater caves, debris, etc.) in various regions.

Agree with Fritigern.  And don't just stick to the open seas, there are plenty of residents that put stuff under the waters, such as Nando Yip, or myself.
