Credit card needed to buy L$?

A friend of me is trying to buy L$ for the first time and she already added her PayPal to the billing information, but as soon as she tries to buy L$ she is asked for her credit card number.

Since when do you need a credit card to buy L$? Just fyi, a credit card is in some areas of Europe not very common (especially in Germany its even rather rare, since most shops won't accept a credit card for payments).

You don't need a credit card.  You may use PayPal or Skrill.  However, if you use PayPal or Skrill, your account with them (not your SL account) must be verified.  That is, PayPal or Skrill must have verified that you have provided them with a backup method of payment -- either a bank account or a credit card.  If you have not done that, Linden Lab may be asking you for a credit card because they cannot accept your PayPal or Skrill yet.

If you have a payment method established for your main account, it will have no validity for a "backup" or alt account.  You must establish a payment method for EACH Second Life account you have.  (It can be the same payment method, though).
