I saw a photo of me on a poster "Wanted, dead or alive, $L1000" on a house next to mine. 

Then the land acted like it was restarting, I was bumped off and now I cannot log in anywhere though I haven't

tried in the past few minutes.

I did click on the photo poster of me on that persons wall wanted to see if I could remove it or see any info about

how it got placed there

I need maximum security on my house, have ban lines turned on and security orb turned on always. Noticing lately stupid

sound gestures when my gf is present..

Can anyone advise how to lock down this premium account house so idiots cannot mess with me?

I assume that you are in an old-style Linden Home, since it is impossible to create ban lines in a new Linden Home.  When you say, "bumped off," it sounds like you mean that you crashed and could not log back in to the region.  There is no way to make that happen with a LSL script, and very few ways to do it selectively at all.  If you are convinced that you are crashing because of something that your neighbor is doing, submit a well-documented Abuse Report with details about the times and places where you had problems and specifically what happened.   

You can block sounds that are generated outside your parcel by opening World >> About Land >> Sound and clicking the box to restrict sounds from gestures and objects.  That will keep your neighbor's sounds from entering your parcel and your sounds from entering his.  You cannot do anything at all about that poster or anything else that your neighbor puts on his own land.

Maybe it WAS restarting and just took a little longer to come back.  The picture might just be one of those items that displays all visitors to a region when they arrive.

Getting bumped off your land and being unable to log in "anywhere" was because yesterday was rolling-restarts day.  https://status.secondlifegrid.net/incidents/kbhnfjlxdfb8. Sometimes the regions come back after five minutes, sometimes it's longer. 

If you are still concerned, abandon your Linden Home and re-roll for another one.

You can't do anything about the poster, but as @RowanMinx says, it's probably one of those things that just displays the most recent visitor. Of course every time you are near it, YOU are the most recent one so it will always appear to show you. If I go there it will show me.

How about a tiny bit less paranoia? 

Your login issues are unrelated to this picture and your parcel settings are unrelated to your login issues and the picture. What picture was it? Was it from your profile?

Call me paranoid, but how are cringe-worthy face-palm posts like this one, which seem to pop up in larger numbers on the forum lately,  not just part of a trolling campaign to keep people from signing up to Premium?

What you need is to learn how things work, first. (It's fine, we all do.) This article could be better, but it contains quite everything you need to know. The point is, if people are putting objects on your land, disable the checkbox at Build next to "Everyone" in the About Land>Options tab, also disable Object Entry there, and then to make things sure, set Autoreturn on the Objects tab to some 5-10 minutes. (Or 1, doesn't matter, if it's not 0 or ridiculously high, it's fine.)

Restricting the access of avatars on a parcel (banlines) doesn't have an effect on their objects (unless banned by name), so it's very important to use your land settings properly. Also, for sounds coming from outside your land, you can restrict sounds to your parcel at the Sound tab, so that you can only hear sounds from objects that are on your own parcel - and it's also good for others outside, when you use certain objects that make nasty sounds, or your stereo blasts punk rock at 3AM, etc.

If any object that refers to you, like a profile picture display, is not on your parcel, but on someone else's, and you think it isn't funny, you can try to politely speak with the object's owner about it, and if it fails, you can file an Abuse Report on it for, um, harassment, offensive behavior, things like that, but it will probably fail, because LL didn't restrict the use of objects that can display others' profile pictures. Maybe you could place one on your land as well, which would display random profile pictures too, including theirs, and see if they like it.

The stupid sound gestures in the presence of your GF are probably played by them. Some are cute, some are indeed annoying. Depending on whether you meant girlfriend or grandfather by "gf", you might try to speak with them kindly about the "sound issues they are having lately", or you could even look for someone else you can live with, if everything else fails. :)
