When sending a request to partner with someone, should I use the Display name or the Legacy name of the target of my affections?

try the reverse and see if it works

have your partner request to partner with you. Give them the fee if it helps things along

I tried that, even copy and pasted from profile and the system said there was no such person

Has the person very recently changed their name?  If so, it might take a little bit before the name change is available throughout the entire system. That's the only think I can think of that might cause an temporary issue.

They changed their name about 3 months ago.

I tried the legacy name without the point between first and last name still not working.

might be not the case but another requirement is that you have enough money to partner.. it's not free

#1 - How many days have you been trying?  If less than a few, then the other person may not be a good match - sounds like someone that may constantly question your "commitment".

#2 - If you can't find a Support category that fits, pick the closest one and then fully describe the problem in the text.
