So was browsing the map today and noticed an additional 50 estate sims added to second norway with blake sea access. This is a bit frustrating now that is very difficult for users to purchase sims anymore and are sold out. Also when its impossible to obtain sims with blake sea access without paying 1000s of dollars. But here linden labs  allows easy relocation of 50 sims for some company or individual  to expand the second norway estates. How is that fair.

The Second Norway regions were changed from full regions to homesteads when the new owners took over which means they can have four times as many region as they used to without increasing the server capacity they use.

Why are they allowed to relocate a sim to connect to Blake Sea but the public isnt ?

Second Norway isn't directly connected to Blake Sea at all, only through two other private estates, Snug Harbor and Sailors Cove. I don't think LL can allow that without consent from the affected estate owners.

LL are a business and want to make money.  No business is going to turn away large amounts of revenue if they can reasonably accommodate what is being asked for.  Large estates that spend lots of money get more options and better deals than everyone else.  LL doesn't need to advertise these options on the "My Second Life" page.  They talk business to business for that stuff.

And to think, we were hearing about how Second Norway was "dying" not so long ago. I like Second Norway. Hope they are not over-extending themselves which leads to dying again.

Luxory took over Second Norway in April after the original owner wasn't able to keep the estate up anymore, and the two options were shutting it down or selling it. From what we, the general public were able to know from groups and Ey Ren's blog this was negotiated between himself, LL and the owner of Luxory, and with the knowledge of the affected neighboring estate owners. Half of Sailors Cove East went back to the owner of Sailors Cove South, for example, while the other half was shut down.

To directly answer the question, the United Sailing Sims around the Blake Sea are a business partnership between LL and the estate owners, not simply a provider-customer relationship. I don't think any small or large private estate owner would be able to simply start an adjoined estate at the Blake unless it would be in agreement with LL and the other estate owners, obviously. Without those estates and their owners, most likely there would be no Blake Sea at all, so it makes sense.

Two other things in regard of your original post:

1, Luxory and Willowdale Estates actually remained intact, they didn't shut down or relocate any of them to be able to take over Second Norway.

2, In April, when the expansion happened, new region sales were still in order, they were put on hold later, on 14 May.
