sometimes screen freezes and becomes like this also sometimes when i open computer before opening firestorm  i use gt 710 intel dual core 4g ram

There's a lot more information you could give us, like the viewer you use, where you are, how you're connected.... etc.

Do it in one simple step - copy/paste everything from your viewer's Help - About [viewer name] (top bar of your viewer screen) into this post. Then we'll be able to see exactly what your situation is.

I don't see any of the usual suspects there. Maybe somebody else will?

My hope is that someone will be able to identify the issue from the appearance of your screen. Greater minds than mind will see this eventually.

(I'm not sure how well 4MB RAM handles Windows 8).

That is of particular interest. I wonder if this might be just a drivers issue? Now I am wandering out of my depth!

The machine might be overheating and causing graphical display issues.

Or - more likely, I'm afraid - components, like the RAM memory blocks, are dying. On dedicated GPU, such blocks usually point to a faulty memory part.

Make backups of your important data, check the temperatures of your components with tools like MSI Afterburner or HWMonitor and prepare for the worst.

I agree. I used to work in a computer shop as a tester of returned hardware. This definitely looks like a near-dead graphics card.

To be completely certain, switch out the graphics card for a different one (does not have to be of the same type, so one that you have laying around or could borrow from someone for a few hours) and see if the same issue occurs. If not, then it was your card. If it does, then you REALLY have some problems.

My money though, is on the graphics card, and if you have indeed bought that GT710 last week, then someone has screwed you over. Not just because they sold you a broken product, but also because the GT710 is a really old card (2014) with pretty poor performance to begin with, perhaps good for desktop apps, but definitely NOT for gaming (unless you count playing solitaire as gaming). 

If you are not familiar with many of the graphics cards (and who knows all about them anyway?) then I can recommend https://www.videocardbenchmark.net/gpu_list.php where you can look up a card and compare it to other ones that you ARE familiar with, or compare it to the cards of your friend(s). It also lists a G3D mark score which is a good indicator of how well the card will perform in 3D games. The GT710 has a G3D mark score of 637 but my old card, a GTS450 which was 2 years older than yours, scored 1212 and was already nearly unusable, even in low or medium graphics (it ran SL just fine when I bought it new, but SL has progressed and now demands more of the card).
I now own a GTX660 which sounds like less than the GT710, right? But this GTX660 (same age as my old GTE450) has a G3D score of 3954 and performs very nicely in SL. Not top of the line, but quite acceptable.

My point in giving you all this additional info is to try and help you prepare for a future purchase of another graphics card. I am very certain that your current one is broken and that you will be needing a new one. However, I don't assume that you have lots of spare money laying around, so I honestly hope that I am wrong and that you can hold on to your money. 
Having said that, there are very affordable 2nd hand graphics cards which will perform well with SL, but do look them up on the website that I showed you. You don't want to buy anything which has trouble running SL.

That looks like a broken GPU.

Quick check: visit the WebGL Aquarium Demo page.

If you get a nice picture of an aquarium with fish swimming around, good.

If not, your computer has graphics problems that have nothing to do with Second Life.

(There are tougher tests. For intermittent problems, try The Valley, a test for Unreal Engine. It looks like a game world, but there's no gameplay - it's a test program. You can explore the valley if you want, but if you just let the program run, it shows views on its own.  If that will run for half an hour, SL should run fine. It displays GPU temperature, so it's good for checking for cooling problems.  The Valley is a big download, so try the Aquarium first.)

i tested it too in the result i have min fps around 8 and maxx 20 but the test ran with to screen issues the issue happens only once a day then after i play sl  for hours with no issue

Are you saying that the issue of the screen looking like it did in your initial post only happens once a day or so, and only after you've been playing SL for quite awhile with everything looking normal?    

Does it normally happen when you're at the same place in SL each time, or have visited same the places earlier each time?   Someplace that might be very graphic heavy, or where you have turned up your graphic preference settings for taking a picture or something? 

Before it happens, do you get any type of message - usually in small white letters without being in any type of dialog box, in the lower right corner of your screen - that mentions anything about textures being discarded (or something along those lines)?

Ok I found that I have many display drivers installed so I removed them uninstalled and made a clean reinstall of the driver , it may have caused the issue till now sl is running fine played it twice today with no issues
