Strange permission inconsistency

I'm not going to start another discussion about SLBeacon here, that issue is up to Linden Lab now.

However, I managed to grab a copy of the beacon before they took the listing down and when I examined it, I noticed something strange with the permissions. In my inventory it shows up as full perm but when I rez it, it turns out the script inside it is no modify:

I've never seen anything like that before. How is it possible?

is done by setting the contents item(s) to no-modify (and/or no-copy or no-transfer as desired) then taking the box into Inventory and setting the box while in Inventory to full perms
