I really like Kowloon. It has kind of a Blade Runner (original movie) type atmosphere. Lots to see, and it looks great at night! 
 

Chinese Island and Little Yoshiwara are pretty cool too.

Yes at times the sims can be empty but I have seen some people, depends on the time/day you visit.

Look out for music events they have those at times in space park, usually a nice hangout too that is far away from earth!
