Hello, I can't lower my land as much as I need. Is a way hot to did it? Thank you.

Except for a few OLD legacy regions most mainland has limited terraforming ability. This is to keep things from looking VERY STRANGE (well stranger than mainland can look.  So likely it is just that.  You can terraform more on private island lands if you have a whole region. Some land barons will let you terraform plots -- other not, for the same reasons that mainland has a cap.
