I used to have a premium account over 10 years ago. I would like to upgrade again to premium. Will I still be able to get the $1,000 stipend?

No.  The $L1,000 bonus is only awarded once.

your account is too young to be able to get a higher stipend. The 1000 L$ you mention is the sign up bonus, that's only given once.
