Questions re buying 1st full region

I have been in sl for about a year and owned parcels on mainland of various size. I now want to buy a full region and prefer a private island. I have questions.

1) It seems in the land sales forums that buying a full region is different from buying a parcel and that instead of paying the seller directly, you arrange the sale and submit a ticket and LL makes the money transfer (and also collects a transfer fee from the buyer). Is that correct?

2) If I buy a sim that has to move, where does one move a sim to? 

3) If I buy a private island sim, does that mean I can terreform to any heights across the whole sim? 

4) Is there any word that LL will reopen the land sales in the near future and if so, would that be only for mainland, private regions, or both?

to the last question, mainland sales and private region sales are still happening, mainly resident/resident transfers, parcel sales/auctions even never stopped. Its only the new private region that is on hold.

I see that one can request a move via a ticket at the time of the transfer. 

Why would one move a region? To where would one move it?

One of the common reasons for this is where the seller has more than one region joined together and wants the one they sell to be separated.

You can leave it to LL staff to find a new spot or you can do it by opening up the Map and just looking for an empty space somewhere with at least one void around it, the number depending on whether you might expand in the future.  It might also be important to you to place your new region among ones of a similar rating to yours.  A move on transfer is free but it costs to do it again afterwards. 

You might need to provide the grid reference for the spot you want.  It's a while since I did that but I remember working it out by landing on accessible regions around it and checking those regions' details for their references.  LL staff will help you with that though if you need it; they are very helpful.

As the region owner you can decide whatever rating you wish and move it anywhere that's available, if you need to move it at all.  That's just an option.

I have only owned 1/4 region parcels on mainland and connected to other parcels.

I see that there is "off-sim" landscaping which is bigger than one standard full region. If one has a private island region, would one assume that placing a 1.5k diameter sky sphere for stars around the sim would not interfere with the neighbors? Or, when moving at the time of transfer, should the new owner ask to be placed far enough away from others to use off-sim landscaping features?

Update: now I understand that as long as you don't share a side border with another region, then you are generally fine to have off-sim features.

Keep in mind that full, off-sim landscaping only works well for people who have their draw distance turned up to long distances. For those with it set lower the mountains etc pop in and out and are very distracting and look pretty awful. So testing that before you add to your sim would be a good plan :D.   I your sim is mainly for you, then it isn't so important.
