Frame Rate Limit Weird Behavior Windows 10 2004

I use the frame rate limit to cap my fps at 60fps (because 60Hz monitors). After installing the Windows 10 2004 update, instead of getting 60fps, it's locked to the mid-30s. This has happened on two different PCs, with AMD and Nvidia GPUs. In the official viewer, Firestorm and Alchemy,

No, it's not that the performance has tanked with the update, if I turn it off, the frame rate shoots up to normal. The framespersecondlimit debug setting is locking the frame rate at something well below what it should be.
