Adding to a banlist how does it work?

I have a question. If you add someone to your parcel or sim banlist. Will only that account be banned or every account that works from that ip-adress of Mac-adress?

i'll have to check it, but past years there was a extention added at region bans, so that same ip accounts got banned too, but not permanent.
