If the region owner didn't simply restart it, the region may have gone offline spontaneously.  If it doesn't come back up in 15 - 20 minutes, submit a support case.  In my experience, Linden Lab typically responds to that sort of support case very quickly --- although this is Sunday evening, so all bets are off.  By the way, you don't have to be the region owner or even own any and on the region to submit a support case that reports a region off line.
