Sounds like the exchange rate changed between you placing the order and them filling it & they can`t charge you more without your consent. You can try again or maybe do the Limit buy where you specify the price. Limit buy is not instant as it waits for your price to be available but it doesn`t take too long if you don`t pick a silly price.

This means that the purchase rate has changed, you should check the USD amount that was charged and has been credited to your account first you can do that by going to you account summary here armed with that infomration you will be able to make another transaction attempt which will cost an amount less than or equal to your current balance I suggest making it a bit less than if the market fluctuates again you are likely to still get your L$

Note, I am not sure if it has been fixed yet but a few weeks ago there was a bug where if you entered the purchase amount in USD it would always charge your card and not use your balance on hand so to use your account balance make sure that you enter the amount you wish to purchase in L$ instead.

You could also consider using the limit buy order suggested above but either way you need to know exactly how much L$ credit your have on your account to judge the correct amount to buy that uses the credit up without creating an additional charge.
