Are you talking about providing information to Tilia to process credit?

If you want to process credit (take $USD from your balance and transfer it out to your PayPal or Skrill account), then you do have to provide some additional information.  LL has to do this now, because of US laws regarding virtual currencies, and IRS regulations.  If you make a significant amount of money from SL ($400 per year, if I recall), you have to pay income tax on it, if you are in the USA.

Legally, you are supposed to claim ALL hobby income on your taxes, but per the IRS website, LL doesn't have to send out a 1099 unless the amount paid out to someone is $600 or more.
