If you are under 18, you have only access to regions and content rated "General". If you have turned 18, you should file a support ticket that you verified successfully but are still not able to access Moderate and Adult stuff.

As well as changing your Maturity rating in preferences, there are also maturity settings in Search, so make sure that you have changed both.
