Can sim owners see where are you looking at?

It depends on the viewer you and others are using.  Firestorm has a setting to allow you to see other people's Look At cross-hairs and there is a setting for whether or not to show your Look At cross-hairs.  If you have that set to the default, then it will show your cross-hairs and anyone else using Firestorm that is set to see them will see yours.  NOTE however, that the cross-hair is where your camera is clicked - it does not indicate whether or not you are panning around from that point.  If you use Firestorm and change the setting, then nobody will see your Look At target.  

I don't think the LL viewer lets you disable showing your Look At cross-hairs and I don't know if you would see others Look At by default or not.

Also, any script that has PERMISSION_TRACK_CAMERA can know where you're looking. Stuff you attach or sit on can get that permission automatically, without explicitly asking for it, and objects to which you've granted Experience permissions have camera permissions, too.

There's a scant relationship between Experiences and sim ownership, in that almost all Experiences are "land scope" and hence apply at the region or parcel level, but other than Linden/Mole Experiences, you'd be explicitly asked to grant the Experience permission, but then it would continue to apply until you explicitly removed the permission.
