The Black Talon Regime exists in a universe with an event occurring called the merging with the combined power of Trigon and Ultimus, they merge both worlds together into one. Amidst the chaos the Heroes and Villains joined forces to stop the dark pact. Successfully ending their onslaught the heroes forged together and created a new alliance. Years later during the golden years an event known as the watchtower incident triggered the world into all out war. After a year of attempting to mitigate the damage and prevent war the U.N forged a peace treaty with the promise of the decommission of the watchtower and containment of the meta humans to one specific island. Haber City soon became a refuge for all meta humans and proceeded to make it there home and defend it. 

 

Not soon after a well distinguished politician arose and seized control of the U.N and officially merging the worlds government's into one, The Black Talon Regime. Promising to bring the meta humans to heel and justice for those lost during the watchtower incident and the  war it brought. Now the tide turns and villains rise to power.
