If you mean, "how do I get one?" then see Rolig's concise answer above.

If you mean, "where are they so I can visit them?" the new homes are located on the Bellisseria continent.  Open your world map, enter "Bellisseria" in the search box, and you'll find the continent.  Teleport there and have a look around!
