why i can`t change from basic to premium and i have billing info?

When you tried to upgrade did it tell you to add payment info (even though you already had it)? Because a few people have said similar things lately.

Try calling the  free billing number, maybe there is a bug in the system (another one lol)

I have had that problem in the past and given up. You might try using a different credit card. If you are trying to use Paypal it seems to be more problematic. Other than that, you could contact the billing department with a ticket and see if they can figure out the problem. While most questions are no longer answered for folks with no premium account, billing ones still seem to be in the list.
